  5.     A joke making the rounds in Prague has a group of people,
  6. among them Czechoslovak Finance Minister Vaclav Klaus, asked
  7. to identify an upturned bottle top. All except Klaus give the
  8. expected answer. The Minister, who proposes radical reforms
  9. that would cut deeply into living standards, pauses only
  10. briefly before answering: "It's a pan for frying steak."

  12.     While Klaus' plans are less drastic than the wags imply, he
  13. has a reputation for toughness. President Vaclav Havel himself
  14. has long argued that Klaus' shock therapy is too severe and
  15. would produce civil unrest.

  17.     But Havel's moderation suffered a setback last week when
  18. Klaus easily defeated the President's candidate to become the
  19. new chairman of the Civic Forum alliance. Although aides
  20. admitted the vote was a blow to the President, Havel's response
  21. was statesmanlike. He invited Klaus for a beer and called in
  22. the press to photograph them drinking happily together.
